Not really. A protest is to voice opposition to policy or an issue or morality. A protest is not sending 50+ paid people to enter a civil town hall discussion and simultaneously speaking in tongues loudly for the sole purpose of disrupting said discussion.

Or having a mob of anti-war "protesters" trying to jump over barricades to spit on and harass congressman and senators who support our current wars?
